Hi Matthew: Since these two issues seem to relate much
more to the technical specification of the rules themselves than to the “business
rules” level, I think it is more appropriate for the Validation WG to
sign off on them. Generally speaking, it has been the CDWG’s
responsibility to specify the rules at the business level but the VWG has actually
expressed them for us in the rules language. Are there any thoughts/concerns/opinions
