Following the last Commodities WG meeting I have made minor changes to the schema to propose the representation of Coal attributes.

The main changes from the previous proposal are the introduction of CoalAttributePercentage.Model and CoalAttributeDecimal.Model. This complex type is used to instantiate a number of elements where we need to specify a minimum acceptance level and/or an exact amount either as a percentage or as absolute amounts.
The CoalStandardQuality complex type now appears as :
