FpML-VAL another reference implementation

Hi all,

I am pleased to publish a reference implementation of the FpML 
validation rules, expressed in NRL:

As shown by the mails sent last week, hopefully this exercise has 
already been useful in flushing out some issues.

It is quite interesting that in some cases the rule text in NRL matched 
the English language in the spec. Bear in mind that this is coincidence, 
as the equivalent NRL has a formally defined meaning.
