RE: FpML-VAL FW: [fpml-coord] Frequency vs. Offset

The original proposed solution contained an xs:union http://www.fpml.org/issues/view.php?id=642. At that time the use of xs:union was strongly opposed and ultimately rejected. As people's views have changed I will resurrect the proposal.

Stripping out the other changes in the original proposal, and using Marc's terms of "Frequency" and "Offset", would give us the following:

<xsd:simpleType name="Frequency">
        <xsd:annotation>
            <xsd:documentation>A type defining a time interval or offset, e.g. one day, three months. Used for specifying frequencies at which events occur, the tenor of a floating rate or an offset relative to another date.</xsd:documentation>
        </xsd:annotation>
        <xsd:union memberTypes="Offset">
            <xsd:simpleType>
                <xsd:restriction base="xsd:NMTOKEN">
                    <xsd:enumeration value="P1T"/>
                </xsd:restriction>
            </xsd:simpleType>
        </xsd:union>
    </xsd:simpleType>

Perhaps this is another case where the use "xsd:union" is the suitable
implementation.
