    Sorry should say type AssetValuation not element!

    The element has been made optional in 4.3 branch and trunk (4.4) in order to keep backward compatibility with version 4.2. Pending decision on when to publish the changes.

    4.3 Trial Recommendation and 4.4 Third Working Draft will be republished.
